Energy is playing an important role in the development of economy and society both in developed
and developing countries. On the other hand, energy usage causes a severe impact to the
environment that includes Global Warming by destruction of ozone layer, and green house gas
emission from heavy industries these caused subsequent natural disasters such as flood, drought,
storms and, as a result, causing huge damages to human life, animals and economy. These
difficulties and damages as well as the ceaseless increase of oil price in the world market, the
diversification of secure and sustainable renewable energy development is the best practice,
especially, the development of bio-fuel energy from some varieties of plants. The promotion,
encouragement and incentives in some countries have been done. For instance, countries of
European Union have set their strategy to reduce the usage of fossil fuel by 15% to 20% by the year
2020 with the replacement of bio-fuel and bio-diesel aiming at reducing green house gas emission
which destroyed the ozone layer, in the atmosphere to a reasonable rate.

B-Seminar Summary

The Seminar on Bio-Fuel Challenges in Cambodia was held in Sunway Hotel, Phnom Penh,
Cambodia on 7th August 2007. This seminar was organized by The United Nations for Industrial
Development Organization within its unit of Energy & Environment, Ministry of Industry, Mines
and Energy and GTZ. There are 110 participants from India, Malaysia, Thailand, Korea, Japan,
FAO, UNIDO, UNDP, GTZ, MIME, MAFF, NGOs, private companies and other concerned
institutions were attended in this seminar.
H.E. Dr. Sat Samy, Under Secretary of State, Ministry of Industry, Mines and Energy (MIME) and
Adviser to Samdech Prime Minister Hun Sen delivered the opening remark, he mentioned that the
objective of the seminar is would like to invite the international and national presenters to present
the their experiences including their past study and research and future action plan for Bio-Fuel
Development such as Bio-Ethanol, Bio-Diesel in Cambodia and in the region as well and sharing
the experiences, information and technologies in this sector to the participants and for the Royal Government of Cambodia to consider for preparing the policy and strategy to ensure the
development of this sector with efficient, transparency and sustainability.
